I imagine that since it's not available in Fedora, it won't be available in RHEL for a while. I searched RH bugzilla for ksplice and found zarro boogs. Maybe the first step would be to open a bugzilla against Fedora 9 since it's about to be released. I imagine RHEL 6 is going to be based on F9, but I'm out of the loop on that.

If you have a Red Hat support contract, open an Issue Tracker ASAP and submit a RFE. :)
