Not a KDE guy, but is there still a kdmrc config file?  There's a
xdmcp section where you might ad something like:
[Xdmcp]
enable=true
keyFile=/etc/X11/kdm/xdm-keys
willing=
xaccess=/etc/X11/kdm/Xaccess

...but I think with just "enable=true" it's supposed to work....
