I have an incident open with RedHat, but it's taking a while to find a
resolution. My own hunting has lead me to dbus as the culprit.
"dbus-monitor --system" gives me an error when the user isn't in
/etc/passwd, but is in the nss db. In addition, running
"/etc/init.d/messagebus stop" before logging into GDM makes things fast.
I'll do some more hunting to narrow it down further.
