The man page of pam_console says " When a user logs in at the console and no other user is currently logged in at the console, pam_console.so will run handler programs specified in the file /etc/security/console.handlers such as pam_con- sole_apply which changes permissions and ownership of files as
      described in the file /etc/security/console.perms. "

On my RHEL5.1, I log in as root at tty1 and find /dev/scd0 have root as the owner. Then I go to the VC2 to login as 'vu' and find check /dev/scd0 have 'vu' (at tty2) to be the owner of /dev/scd0. I thought with root *already* at the console - root is also a user, isn't he/she ? - pam_console should not change the owner of /dev/scd0 to vu. Then I log in as a third user, this time the owner is not changed.

Same result on RHEL5.3. Do not have a 5.2 here for such a test.

Does it mean pam_console  does not count root as a 'user' ?

Any advice is greatly appreciated.
