In manual (man ssh-copy-id)  you have:

ssh-copy-id [-i [identity_file]] [u...@]machine]


so by default generated public key (by ssh-keygen) is written in to 
$HOME/.ssh/id_rsa.pub (not $HOME/.ssh/identity.pub witch is the default 
file name for ssh-copy-id).

Try this:

ssh-copy-id  -i ~/.ssh/id_rsa.pub u...@new-server

Of course, you have to generate keys before.
