misread the doc binding is not necessary unless binding something from /
to the /exports directory.
might just need to add the (sync,insecure,root_sqaush,no_subtree_check)
to your export options.

I am playing with nfsv4 now and the doc that I have says that you need
to setup your export directory this way:
mkdir -m 1777 /exports
Then set it up in you /etc/exports file like this:
/exports $CLIENT(ro,sync,insecure,root_squash,no_subtree_check,fsid=0)
To export anything under /exports you have to create the directories and
bind them to /exports
cd /exports
mkdir -m 1777 one
mkdir -m 1777 two
Then bind them
mount --bind /one one
mount --bind /two two
then export them:
/exports/one $CLIENT(rw,nohide,sync,insecure,root_squash,no_subtree_check)
/exports/two $CLIENT(rw,nohide,sync,insecure,root_squash,no_subtree_check)
Then on the client: mount -t nfs4 $SERVER:/one /one
The document also states that you might have to restart the nfs service
for it to pick these up exportfs might not do it.
Hope that helps binding might not be necessary, but it seems you might
want to play around with these export options and see if one of them helps.
Here is the doc it is written for Debian, but looks good and should
apply to Redhat also.

Try removing the /export line and only export the file system you want
rw. That /export line might actually trump the other line form some
reason that would be my first step.
NFSv4 requires an export with fsid=0. I *could* make /export/qb3 the
pseudo-root (i.e. the one with fsid=0), but that would prevent me from
exporting any other directories in /export in the future.
