Was the issue that you had intermittent connectivity?
It sounds as though you've got a different machine on the network with IP
address 10.10.1.10. You can check that with
arping 10.10.1.10
If I'm right, it will come back with a different MAC address to the one your
machine has (which you can also get with arping or just "ifconfig eth0").
Finding the guilty party depends on how your network is set up. If it's
just a few machines then going round and looking at all of them might be the
easiest way (and this is probably, but not certainly, a Windows machine).
If you have a managed switch then your network admin can find out which port
that MAC address is connected to and from that you'll be able to find the
machine in question.
Under some circumstances "nmlookup -A 10.10.1.10" or "host 10.10.1.10" might
give you a clue to the ownership of the IP address.
Finally, if all else fails, then wireshark and looking for traffic to and
from that machine may well give you information that leads to an owner.
