Well, I don't know if it is a bug or not, but '&' is the HTML entity for the symbol '&'. The format for these symbols is '&<name>;' or '&#<number>;', and the name for '&' is 'amp'.
I think it probably is a bug because I don't believe those HTML entities are valid in a URL. It looks like they are re-formatting the URL for more precise display but also changing the underlying link. Can you "view source" from within the message?
