So I received my answer today.  Here's the answer verbatim:

        A "layered product" is a solution that sits on top of the OS and
        is not included with a standard Red Hat Enterprise Linux
        subscription.  So, if you want to use the XFS tooling in
        conjunction with with two Red Hat servers, you would just need
        to purchase two XFS subscription.  The XFS subscriptions are
        $200 per.

So XFS is available, but only as an added cost option, well, at least if
you want the Redhat supported tools.  What exactly does $200 per server
actually get me, some userspace tools and the ability to call Redhat if
there's a bug?  Sounds too pricey since I can just go get the tools for
free and the XFS module itself is already part of the base distro.

Pretty weird behavior for Redhat on this one if you ask me.
