Quite apart from anything else, a guest may not have an IP address, or
it might have 20, or it might be IPv6 only, or it might be running
DECnet or ...

You know the MAC address of virtual NICs assigned to the guest, but
libvirt doesn't know how those MAC addresses are being used (or not used
or mis-used) inside the guest.

ESX manages it. ip addr manages it. All the traffic goes through a host for which the mac address(es) are known for the guest.
