OK, now that I have looked all over and could not find *why*, perhaps the
gurus on this list will help me understand. What circumstance are all the
/etc/rc5.d/K##... processes useful? I have tried to science out scenes where
this would help, but cannot find a reason to kill a process before
re-launching it.

If it is launched, and you attempt to relaunch, the .pid will be there to
whack the attempt.
If you are shutting down a system, then rc0,rc1,rc6 are there to whack the
process.

While I am confident the answer will start with "as everybody already
knows...", I'd still like to know why. The manuals all say what, but are
rarely clear on why.

As long as the can of worms is open, I don't see what informs chkconfig to
put K## links into some folders and not others. Is it as simple as if it
don't get a S##, it gets a K##? Insights?
