Last I checked, that was not the case.  The service command will
redirect to systemd, but chkconfig does not.  When I asked about it on
the Fedora development list, the response did not sound like it was
going to be done.

With systemd, admins will have to deal with multiple tools to see and
adjust service startup, depending on if the service uses SysV or systemd
style init, which will be a real PITA for anybody that writes scripts to
manage things.
