As much as I could deduce, all kernel modules are now built-in.

Answer from that thread:
"It belongs in a file named /etc/modprobe.d/*.conf for example
/etc/modprobe.d/loop.conf
You may also need to do a mkinitrd if loop is loaded in the nitramfs. "
