There is a big difference and if you are a disabled veteran or a veteran who relies on VA health care you would not think they are the same. The same consideration applies to health care for those on social security medicare and those, especially the disabled, who rely on medicare and medicaid. John Kerry understands those problems and will be infinitely better. As for the war, we can work on that after Bush is defeated - but defeated he must be.
