Unfortunately the answer to this question is 55% of United States adult
citizens if you believe the polls. Most of these people are concentrated in
what's commonly called the "Heartland." Many still believe that George Bush
is a fighter pilot. I'm exaggerating here but the point is sill valid. If
the elections were held today Bush would still win 55-45 and Florida
wouldn't be needed for anything.

I don't know if dumb is the right word. Under-informed of the truth may be
more accurate. I think only a very public trial of Saddam will bring
anything to light though.
