Under the relevant law, they were permitted to travel using the relevant British travel documents. Technically not "Passports", but serving the same purpose. Considering Palestine was a Class 'A' Mandate and technically due for independence in a matter of years, I can't see any valid reason why the British would've granted British nationality to anyone living or settling in Palestine.
