This is not true. All individuals have full civil rights in this posited society, as is shown in both the film (that distorts some aspects of the book) and the book. Free speech is absolute, political dissent is respected and conscription is rejected. The concept was that citizenship (i.e., the franchise) was restricted to those who committed to "federal service" - principally, but not exclusively) military service. This was proposed as a means of linking the franchise to the practice of real responsibility. The society envisaged is a liberal one imbued with respect for individual rights, but with a restricted franchise - hardly a novel theory nor a rare historical practice. -- Dr. Chris R.
