The article reads:

This says that the French Broadcasting Authorities have banned them in the
past and nothing in the post suggests they would not do so again if
Al-Manar continues to broadcast anti-semitic programs. They have promised
not to do so and would presumably be banned again if they did. They
broadcast Arab and Muslim programming, most of which is not anti-semitic.
Would you simply ban then for all eternity? The Wiesenthal Center is
correct to be concerned and to monitor the programming but if Al-Manar has
promised not to broadcast such programming then they are wrong to oppose
lifting the ban. They have been wrong in the past on occasion and will do
so again. Human agents being fallible it is impossible for it to be otherwise.
