Yes, it looks quite handy to define the permissions. To get an overview of
all permissions for a certain user or usergroup it is not that handy. It all
depends what you put in the lead here, because if you do it the other way
around it will be difficult to see for a certain permission who is allowed
to or not.
I do not entirely understand the "Big shipments" part. What's the reason you
have two allowed and forbidden listboxes there?

btw, with a bit of luck I have some time late next week. It could be that I
start building this and put it on google code.
