For new users of a project, I think it helps to have a single repo which is considered to be "single source of truth" as you put it. Other than that though, I would say just go with the fork model and see how it works out. Trusted lieutenants can always work on patch polishing in their own forks prior to being integrated into your "blessed" repo, if your workload prevents you from taking a personal interest in that.
