If they are using the same queue and running under different processes then yes I would recommend splitting them out. Aside from that reason it comes down to choice. Do you need to prioritize a particular customer's queue over others, if so it might be a good idea not to share the same queue as all other customers. Does the payment service need to actually publish or reply to the client? If not, then it doesn't really matter.
