Hi I'm trying to do pub sub between wcf services. Once i have newly deployed the whole system - i run into a bootstrapping issue where service 1 tries to send a message but because service 2 (the subscriber) hasn't been fired yet - the message can't be sent due to the fact there is no listeners.
