Hmm... I though we had fixed this.
Would changing line 422 of configure.ac from
DBUS_SERVICES_DIR="$DATADIR/dbus-1/services"
to
DBUS_SERVICES_DIR="$DESTDIR$DATADIR/dbus-1/services"
solve the problem?
