I would have assumed that having gnome-icon-theme installed was enough. I have no idea why the setting daemon needs to run, unless it's to tell GTK to look in /usr/share/icons/gnome.
Would it be possible to have some standard icons for these parts of the interface to be used as fall-backs when the gnome-settings-daemon is not running?
The icons from gnome-icon-theme are the fallbacks for when the user's icon theme doesn't contain them. If this isn't just a programming error on our part, I think the only real solution would be to ship some fallback icons in the tarball.
