The iPod code can only transcode to mp3 (hopefully AAC support will be added in a near future). RBEncoder can transcode to ogg/vorbis, as long as you have a GNOME audio profile which can encode to ogg/vorbis. You can set the bitrate setting vorbisenc's "bitrate" property. As of now, there's no UI to transcode files from a format to another. I think there's already a RFE bug opened about this, so a plugin would be very welcome!
