Ubuntu 8.04, assuming it's a relatively default install, should have all the soundjuicer and required libraries. Maybe check to make sure that the mp3 codecs (ubuntu-restricted-extras) are installed, assuming your client is ripping to mp3? Also, if a cd is so rare (maybe non-english have problems as well, I'm not sure) that Amazon doesn't have the info, then it won' t be tagged.
Album art is also fetched from Amazon. If the tags are correct, the album art should also be. Unfortunately, there isn't currently a simple way to replace the automatically retrieved artwork. You can do it manually by replacing the files in ~/.gnome2/rhythmbox/covers/ (they are named according to Artist - Album.jpg), but this is obviously a bit of a pain.
