In versions of rhythmbox prior to 2.97, it was possible for plugins to add items to the main toolbar. Take a look at the visualization plugin in rhythmbox 0.13.x for an example. In 2.97 this was removed because it didn't really make sense with the new toolbar layout. Why do you need to add something next to the shuffle button?
