toolTip: graphicImage inside toolTip with height & width, which set in "20%"

Step 1. Add <h:graphicImage inside tooltip such way:
<rich:panel style="width:50px; height:50px; background-color: gray">
<rich:toolTip id="tooltipID" ...
<h:graphicImage id="pricsID" value="/pics/toshiba.jpg" height="20%"
width="20%"></h:graphicImage>
</rich:toolTip>
</rich:panel>
Step 2. Navigate to page & call toolTip.
Actual behavior:
For the different browsers image inside toolTip have different style
displaying. For more information see attached screenshots.
