modalPanel: Possibility to disable masking/disabling of background page elements

This could be a moot point now that RF-3572 is fixed.
I think that it would be good to be able to disable the masking of background
elements, especially when using the modal panel on a page with a large table.
In order to get a really fast pop up dialog.
Would it be possible to add this as an optional boolean attribute to the tag?
