rich:modalPanels are not supportive of scrollbars

In the FAQ there are some pointers on how to add scrollbars to modalPanels

These approaches come with a few problems:
the control facet stays fixed in place during scrolling
the control facet is over top of the top portion of the scroll bar
the header facet does not remain fixed like the control facet (screenshots
attached)
A simple solution would be to allow restyling of .dr-mpnl-pnl-b elements to
have the overflow as that is where the content is placed according to web dev
toolbar. (see screenshot)
However, unlike .dr-mpnl-pnl this has no effect on the presentation of the
modalPanel. I believe this is due to the overflow:hiddens sprinkled liberally
through the #ContentDiv and other parent elements.
