Scrollbars ALWAYS appear on modalPanels in IE7

Internet Explorer 7 appears to think that the .dr-mpnl-pnl element has ~30 more
pixels than it appears to have in Firefox 3. See attached test case. It's
simply an empty modalPanel with an overflow: auto declaration. There should be
*no* scrollbar, but it appears in IE7. Resizing the modalPanel has no effect on
how much extra it thinks there is.
