When mouseover on a field with tooltip attached, it now takes several (10+)
seconds to display while in 3.2.1 it works instantly. followMouse="true" if
this matters.
Moreover, after displaying tooltip, it is placed +- 100 pixels from the
position it should be displayed on IE6 and Opera.
