ComboBox doesn't keep value after 2nd submit

If a value which doesn't exist in the dropdown is entered into ComboBox and the
form is submited and redisplayed, everything is ok, the value is redisplayed in
the ComboBox. Now submit the form a 2nd time, and the page is redisplayed, we
have a problem: the value entered is gone from the ComboBox.
