We detected that sometimes CSS files can be downloaded again the second time
after file was submitted. It caused by 'jsessionid' added to URL, so browser
detects that such resource was not cached and downloads it again.
Otherwise file upload should not force resource downloading again. It should be
get from browser cache if it was enabled and accessible.
