tabPanel: duplicate tab name should not be allowed

should be:
1) exception (no duplicate tab names allowed) (as for me this is preferable)
or
2) console message and all the next tabs with duplicate name ignored.
currently:
all the tabs encoded fine. trying to activate last tab with duplicated name you
will get first tab with this name activated.
