UIActionParameter incorrectly stores Converter

UIActionParameter incorrectly saves the state of it's converter if it is a
ValueExpression. It appears to use UIComponentBase.saveAttachedState to save
the converter. When every other component that has a ValueExpression converter
will instead allow the component to save the expression and not the result of
the expression.
This problem makes it so that a non serializable Converter cannot be used with
UIActionParamter when it works great as a Converter any other UIInput based
component when specified as a ValueExpression
