Update nekohtml dependency

The current richfaces-impl pom depends on nekohtml 0.9.5. This is a very old
version (June 2005).
It causes a version conflict with other tools such as HTMLUnit, which depend on
the latest version, 1.9.13.
It would be helpful for build maintainers if the dependency was updated to the
latest.
Notice that the maven groupId changed to: net.sourceforge.nekohtml.
Notice that the license changed to Apache 2.0.
