Mark sections of docs as for 3.3.X rather than 4.0

Sections in Component Reference and Developer Guide have been commented out. I
know many of them are works in progress, but I think we need a way to mark
section clearly that are not relevant to the current version. Perhaps a bold
red section/note at the top of each sections that is effected.
