Document builds should generate maven artifacts for the books

Right now the only thing that get uploaded to maven for releases of docs is the
jdocbook files, and poms. We should be uploading the actual build documents as
maven artifacts.
If for some reason this is not possible we should be assembling the doc bundle
using maven assembler ( in a /docs/trunk/dist ) module and that could then be
uploaded.
