CDK generated faces-config does not create a format that Tools can process

See JBIDE-8100 for details, but seems that 4.0 CDK is not following same format
or structure in the faces-config that allows for tools to handle this.
Even if we are using our own extensions we should still support a supported
formate for IDE's to process.
