rich:colorPicker inside rich:tab is restriced to tab component

Placing rich:colorPicker inside rich:tab that is inside rich:simpleTogglePanel
in a way that picker component extents beyond simpleTogglePanel, creates
horizontal scrollbar for simpleTogglePanel (vertical scrollbar is never shown
even when it being cut off vertically) when picker is displayed. However when
rich:tab is removed and rich:colorPicker is placed directly inside
rich:simpleTogglePanel all is good and picker goes beyond simpleTogglePanel
without scrollbars.
Additionally, there seams to be no way to use the scrollbar, as when mouse is
placed over scrollbar the picker component hides itself.
