rich:editor scrollbar problem in IE7

Customer is facing an issue with RichFaces RichEditor. The scrollbar is setting
to the top of the Richeditor even if the scrollbar is dragged down. See "steps
to reproduce" to understand how to reproduce it. I tried in FF 3.6 and the
problem is not happening.
