Summary: rich:tree encode duplicate ids. (was: CLONE - rich:tree
encode duplicate ids.)

While not ideal, the only effect of this issue discovered so far is that the
pages fail to pass w3c validation because of the duplicate ids. The core
functionality of the components function as expected. This is why it has not
been detected until now.
We are going to resolve this issue in the 4.0.X branch.
