The main differances are:
- tabs in my project are more complicated (contain more components inside)
- Structure of tabs is like below (I have tried implement simple example in
downloaded your seperated project but without success):
'first_rich:tab > rich:popupPane > rich:message'
'second_rich:tab > rich:popupPane'
It looks like the cause of problem is: wrong (or not) rendering popup from
first tab - in scenario when I directly open secend tab (like in your example)
After manual changing tabs like this: secondTab->firstTab->secondTab auto
rendering on second tab works correctly

So currently I know two arrounding of this problem:
1. Making 'first_rich:tab > rich:popupPane > rich:message.autoRendered' =
false ( - perhaps it helps just in this my specific case)
2. Rendering 'first_rich:tab > rich:popupPane' only if first_rich:tab is
selected by user:
Ex. <rich:popupPanel ... rendered="#{homeAction.selectedOwnerHomeTab eq
'OwnerPricePlansTab'}"> ... </rich:popupPanel> - than auto rendering on second
tab also works correctly
