Brian Leathem resolved RF-12602.
--------------------------------

    Resolution: Won't Fix

If you are using custom javascript to disable the fields, then you'll have to
use custom javascript to manipulate the taborder once you re-enable the field.

> Tabindex not being restored after modal popupPanel.hide()

> component-panels-layout-themes
> Affects Versions: 4.2.3.Final
> Environment: IE8, IE9, Chrome.

> The tabindex attribute is not correctly being restored to any element that is
> disabled when the .show() method is called.
> For various reasons we have fields that we enable and disable with
> javascript, not using the disabled field on h:inputText.
> If a field is disabled, and a modal popupPanel is shown, then the field is
> enabled, the field has been taken out of the tab order.
> This only affects disabled fields, and does not affect enabled fields.
