I am unable to reproduce the described behaviour with the attached sample.  
Setting the width of the inner paragraph element correctly sets the width of 
the popupPanel (leaving the max/min widths unset).

[~jhuska] please try and reproduce this issue in the attached sample to confirm 
that the problem reported is not localized to metamer.
