After the Senate passed their version of the Health bill, horror upon horror, Mass elected a Republican to replace Teddy Kennedy. That was the 60th vote needed to ward off a GOP filibuster. It was also fatally flawed in another way. It was incomplete. It didn’t have legislative language necessary to make the law work. That was meant to be added later during reconciliation after both Houses voted. TEAM Obama’s solution was to have the House replicate the the Senate bill and fix it later (in reconciliation.) Team Obama first told US the legislation was a tax. When it was pointed out that it would mean the govt was forcing citizens to buy a product, they said it really wasn’t a tax, just a “fee”, so it could “originate” in the Senate. Personally seems to me taxes and fees are both revenue! Art I, Sec 7, “All bills for raising revenue shall originate in the House of Representatives…” Add to this chicanery passing the revised in a “revenue neutral” budget bill (which we know is not/was not true). Pelosi and Reid played every trick in the book to fix and pass.
