There’s a couple of things I’ve been curious about. After 2 yrs, why hasn’t the Senate and/or the POTUS, submitted a budget? They aren't even embarrassed. And how come the prez can hire 40+ czars without consulting Congress, or why the 1st lady can spend $10 mil on her own enjoyment in the last 12 months, or finance 3-5 wars without a declaration from Congress. I submit to you, he looks at budgets like he does the Constitution which he views as, in his words, a list of “negative rights.” From a govt point-of-view, he is right, of course. Likewise, I think he views a budget as negative rights. A budget says what the govt is authorized to spend on our behalf. If there is no budget, then there is limit no how he can spend the every dollar he can borrow. There you go, 2 mysteries solved. PS Call me crazy, but I should think, if there was no budget or other direction from Congress, the POTUS has no authority to spend a thing.
