I’ve never seen a rational explanation of this, but I’m willing to bet that it’s got something to do with the banking laws. I do remember something about the govt changing bank accounting policies from GAAP (Generaly Acceptable Accounting Procedures) to an estimated market value. As the value of homes drop (and homes go under water), the banks assets shrink accordingly.
