The House copied the Senate bill and claimed that meant it was initiated in the House, and not the Senate---nor Apollo One. A majority of each branch then voted to pass the bill, without ever readingit. Next they sent it to reconciliation, which was kinda silly, since both versions agreed word for word. Anyway, since there was nothing to reconcile, Congress Reconciliation Committee decided to amend the law as passed in both Houses. And the Senators and Congressmen again voted for it a second time without reading it. And then, on Christmas Eve, the Congress voted to pass the amended version of the bill, stillwithout reading it. That in itself is a classic case of dereliction of duty.
